    With the first high tide cycle Monday morning, significant coastal flooding inundated many locations in southern New Jersey.
    During the second high tide cycle Monday evening, storm surge flooding inundated portions of the New York City area. Water was reported to be three feet deep in 4 New York plaza and six feet deep outside. Large amounts of water flooded the path train system under the Hudson River. WNBC reported that water was up to the attics of homes on Staten Island with rescues ongoing. FDNY engine 206 headquarters on Grand Street was evacuated by boats. An iWitness Weather photo showed flooding near Avenue C and 14th street in New York City. A tweet sent by @MTAinsider showed water in the Hugh L. Carey Tunnel (Brooklyn Battery Tunnel).
    Early Tuesday morning, a levee break along the Hackensack River in Moonachie, N.J., prompted evacuations. Up to six feet of water was reported in parts of Moonachie, Little Ferry, Hackensack, and South Hackensack. The levee break was caused by storm surge that pushed upriver.
     A new storm tide record of 13.88 feet was set at The Battery in New York City on Monday evening. The old record was 11.2 feet in 1821. Tide levels in Sandy Hook, N.J. topped the previous record from the Dec. 1992 Nor'easter and Hurricane Donna in 1960!
    Coastal flooding will continue through additional tide cycles beyond Monday's peak into Tuesday afternoon, in some areas!
    Tuesday's astronomical high tides at The Battery are at 9:07 a.m. and 9:33 p.m.

    Wind gusts of 60 to 80+ mph were reported from Maine to New Jersey and Maryland. Wind gusts topped 60 mph in Boston and 75 mph in New York City.
    Downed trees, powerlines and other wind-related damage have been reported in Maine, Mass., Conn., R.I., N.Y., N.J., Pa., Vt., N.H. and Ohio.
    The threat of downed trees, powerlines and power outages will continue through Tuesday, especially farther west over the Great Lakes region where the strongest winds will occur.

3: Nearly Nine Million Without Power

    As of 6 a.m. Tuesday, The Weather Channel and weather.com News Desk reports that 8.9 million customers are without power from Sandy.

Background

    The largest amount of snow reported as of early Tuesday morning was 18 inches in Davis, W.V. Up to ten inches of snow was measured as far south as Newfound Gap, Tenn. at an elevation of 5,000 feet. In Russell County, Va., nine inches of snow was reported on Big A Mountain. Mount Davis in southwestern Pa. saw nine inches of snow. In far western Maryland, Oakland reported 12 inches of snow.
    Blizzard conditions were reported in Tucker Co. and Preston Co., W.V.
    Coupled with the high winds we mentioned earlier, the threat of downed trees, power outages, and, due to the weight of the heavy, wet snow, roof collapses exists with this storm.  Whiteout conditions are possible, at times.  Travel will be difficult, if not impossible.

5: What's Next?

Lingering Winds Will Hamper Power Crews -

This storm won't sweep out to sea quickly, but slowly, painfully wind down over the next few days. 

Tuesday's winds will still be strong (though not nearly as much as Monday) over much of the Mid-Atlantic states and Northeast.  They'll also be brisk, and particularly strong downwind of the Great Lakes Tuesday into the Ohio Valley and Appalachians. 

Lakeshore flooding along the south shores of Lakes Michigan and Lake Erie will likely continue.

While winds take another demonstrative downward step Wednesday, they'll still be pesky enough to potentially hamper power restoration efforts, particularly along the seaboard from southern New England to the Outer Banks, as well as the Ohio Valley and Great Lakes Hurricane.

Winds will continue to wind down gradually through the rest of the week, being the most pesky downwind of the Great Lakes, Long Island, the Jersey Shore, Delmarva, Cape Cod and Martha's Vineyard.

Behind the storm, cold air will be dragged into many of the areas that have the risk of losing power.

Expect early morning lows to bottom out in the 30s from the Great Lakes and Ohio Valley into the Tennessee Valley and Appalachians into the interior Northeast, with 40s for lows encroaching into lower elevations of the Mid-Atlantic States by Wednesday morning.

Daytime highs will only rise into the 40s and 50s over much of the areas that may be without power through much of the rest of the work week.

Thousands of people were evacuated from low-lying areas, governors across the region declared states of emergency, and federal officials issued urgent warnings for people to prepare, saying that the storm’s impact would stretch to the Ohio Valley.  The storm was bringing wind and rain Sunday morning to the North Carolina coast.

While tracking models showed the center of Hurricane Sandy likely to make landfall late Monday evening or early Tuesday, the director of the National Hurricane Center, Rick Knabb, said that the weather was expected to worsen well before then, with high winds and heavy rains starting to batter the region as early as Sunday night. The exact path of the storm was unclear, complicating preparation efforts. In its latest report on Sunday morning, the hurricane center said the storm was about 260 miles  southeast of Cape Hatteras, N.C., and moving northeast. Federal officials, in a briefing with reporters on Saturday afternoon, could not say for certain where the impact would be the worst — only that it would be major. More than 60,000 National Guard troops in nine states were ready to assist the local authorities.

In New York City, officials announced contingency plans to begin shutting down the subways and regional rail lines starting at 7 p.m. Sunday, a decision they will make only if it looks like storm surges will be severe. They also announced plans to close the bridges if there were sustained winds over 60 miles per hour.

Mayor Michael R. Bloomberg of New York told residents to stay out of city parks starting on Sunday and to stock up on basic supplies. All construction was ordered to be suspended starting on Saturday night.

On Long Island, the Town of Islip ordered the mandatory evacuation of residents in low-lying areas, including Fire Island, by Sunday afternoon. Similar orders were issued in other coastal areas.

From Plymouth, Me., to Cape Hatteras, N.C., residents boarded up windows; stocked up on water, batteries and food; and prepared to hunker down. Airlines encouraged people with flights scheduled in the next few days to change their plans and waived cancellation fees.

At supply stores across the region, generators and other goods were snapped up in preparation for the possibility of extended power failures.

Sandbags joined the Halloween scarecrows along Main Street in Hightstown, N.J., on Saturday as business owners who suffered flood damage during Hurricane Irene last year braced themselves.

At a Home Depot in Yonkers, where propane cylinders were prominently displayed near the cash registers, generators were sold out by 6:30 on Saturday morning, within 30 minutes of opening, said Kareem Hiland, a store employee. “The line for them was out the door,” he said. “For batteries, too.”Experts warned that even if Hurricane Sandy decreased in strength, it would remain a danger because of the unusual convergence of several weather systems.

A system known as a midlatitude trough — which often causes severe winter storms — is moving across the country from the west. It is expected to draw in Hurricane Sandy, giving it added energy. A burst of arctic air is expected to sweep down through the Canadian Plains just as they are converging. That could lead to several feet of snow in West Virginia and lighter amounts in Pennsylvania and Ohio.

The full moon on Monday could cause even greater flooding, with tides at their peak Hurricane Sandy.

The hurricane was forecast to come ashore between the Delmarva Peninsula and Long Island. But as it continued to churn north, it began to spread out, with tropical storm-force winds extending about 520 miles from its center. On Saturday, it was still moving slowly north and had yet to make its predicted westward swing, at which point it will likely become clearer where it will make landfall.

A tropical wave was moving westward through the eastern Caribbean Sea on October 19, 2012. It had an extended low pressure area, and conditions were expected to gradually become more favorable for development. On October 20, the system became better organized, and the U.S. National Hurricane Center (NHC) assessed a high potential for it to become a tropical cyclone within 48 hours.[8] By the next day, the associated convection, or thunderstorms, had become minimal, although barometric pressure in the area remained low, which favored development. The thunderstorms gradually increased, while the system slowed and became nearly stationary over the western Caribbean. At 1500 UTC on October 22, the NHC initiated advisories on Tropical Depression Eighteen about 320 mi (515 km) south of Kingston, Jamaica. This was based on surface observations and satellite imagery, which indicated the system had developed enough organized convection to be classified.

When the tropical depression formed, it was in an area of weak steering currents south of a ridge extending eastward from the Gulf of Mexico. Low wind shear and warm sea surface temperatures were conducive to strengthening and rapid deepening. Late on October 22, a Hurricane Hunters flight observed winds of 40 mph (64 km/h) in a rainband, which prompted NHC to upgrade the depression to Tropical Storm Sandy.[13] Outflow increased, while moist atmosphere helped the convection organize further. NHC noted that "remaining nearly stationary over the warm waters of southwestern Caribbean Sea is never a good sign for this time of year." Still, the cloud pattern initially remained largely the same.[15] Early on October 24, an eye began developing. By that time, Sandy was moving steadily northward, drawn by a trough approaching from the northwest.[16] At 11:00 a.m. EDT (1500 UTC) on October 24, the NHC upgraded Sandy to hurricane status after the Hurricane Hunters observed flight-level winds of 99 mph (159 km/h). At the time, Sandy was about 65 mi (105 km) south of Kingston, Jamaica.

At about 3:00 p.m. EDT (1900 UTC) on October 24, Sandy made landfall near Kingston with winds of about 80 mph (130 km/h).Just offshore Cuba, Sandy rapidly intensified into a Category 2 hurricane on the Saffir-Simpson scale with 110 mph (175 km/h) winds. Shortly thereafter at 1:25 a.m. EDT (0525 UTC), the hurricane struck Cuba just west of Santiago de Cuba.At landfall, Sandy had a well-defined eye of over 23 mi (37 km) in diameter, and flight-level winds reached 135 mph (216 km/h). While over land, the structure deteriorated and the eye was no longer visible. After Sandy exited Cuba, dry air and increasing shear restricted the outflow and caused the structure to become disorganized.A mid-level low over Florida turned the hurricane toward the north-northwest.By early on October 26, most of the convection was sheared to the north of the center, and the size of the storm increased greatly. By the next day, the NHC remarked that Sandy was "showing characteristics of a hybrid cyclone... like an occluded frontal low." However, the system maintained a warm thermal core, and despite strong 60 mph (95 km/h) wind shear, the hurricane continued to develop thunderstorms due to good divergence from a nearby trough; the same trough turned Sandy toward the northeast. On October 27, Sandy briefly weakened to a tropical storm, after dry air became fully ingested into the mid- and upper-level circulations. Later that day, however, wind reports from the Hurricane Hunters indicated that Sandy tropical wave -intensified into a hurricane.

Hurricane Sandy is a massive, late-season tropical cyclone that has affected Jamaica, Cuba, the Bahamas, Haiti, the Dominican Republic, and the United States, and is currently affecting the Mid-Atlantic and Northeast coasts of the United States, and Eastern Canada. The 18th tropical cyclone, 18th named storm, and 10th hurricane of the 2012 Atlantic hurricane season, Sandy developed from an elongated tropical wave in the western Caribbean Sea on October 22. It became a tropical depression, quickly strengthened, and was upgraded to a tropical storm six hours later. Sandy moved slowly northward toward the Greater Antilles and gradually strengthened.
On October 24, Sandy was upgraded to a hurricane, shortly before making landfall in Jamaica. Upon moving farther north, Sandy re-entered water and made its second landfall in Cuba during the early morning of October 25 as a Category 2 hurricane. During the late evening of October 25, Sandy weakened to Category 1 strength; in the early hours of October 26, it headed north through the Bahamas. Sandy briefly weakened to a tropical storm in the early morning hours of October 27, then restrengthened to a Category 1 hurricane later that morning.
Just before 8 a.m. on October 29, Sandy turned to the north-northwest and started to make its expected approach towards the U.S. coast, still maintaining Category 1 strength. Although the National Hurricane Center has not officially confirmed the location, at 5:46 PM local time, Accuweather announced it had come ashore in between Avalon and Sea Isle City in Cape May County, New Jersey. NOAA announced officially that the storm had come ashore at approximately 8:00 p.m. EDT 5 miles southwest of Atlantic City, NJ. On October 29, 2012, at 7:00 p.m. EDT, Sandy was declared a post-tropical cyclone.
Sandy's impact on the United States stretched from Virginia to New England with tropical storm force winds stretching far inland and significant mountain snows in West Virginia. The cyclone brought a record-breaking storm surge to New York City on the evening of October 29, with numerous streets and tunnels flooded in Lower Manhattan and other areas of the city.

(CNN) -- Though no longer a hurricane, "post-tropical" superstorm Sandy packed a hurricane-sized punch as it slammed into the Jersey Shore on Monday, killing at least 11 people from West Virginia to North Carolina and Connecticut.
Sandy whipped torrents of water over the streets of Atlantic City, stretching for blocks inland and ripping up part of the vacation spot's fabled boardwalk. The storm surge set records in Lower Manhattan, where flooded substations caused a widespread power outage. It swamped beachfronts on both sides of Long Island Sound and delivered hurricane-force winds from Virginia to Cape Cod as it came ashore.
Sandy's wrath also prompted the evacuation of about 200 patients at NYU Langone Medical Center.
"We are having intermittent telephone access issues, and for this reason the receiving hospital will notify the families of their arrival," spokeswoman Lisa Greiner said.
In addition, the basement of New York's Bellevue Hospital Center flooded, and the hospital was running off of emergency backup power. Ian Michaels of the Office of Emergency Management said the main priority is to help secure additional power and obtain additional fuel and pumps for the hospital.
The storm hit near Atlantic City about 8 p.m. ET, the National Hurricane Center reported. It packed 80-mph winds at landfall, down from the 90 mph clocked earlier Monday.
Superstorm Sandy's wrath
"I've been down here for about 16 years, and it's shocking what I'm looking at now. It's unbelievable," said Montgomery Dahm, owner of the Tun Tavern in Atlantic City, which stayed open as Sandy neared the Jersey Shore. "I mean, there's cars that are just completely underwater in some of the places I would never believe that there would be water."
Dahm's family cleared out of Atlantic City before the storm hit, but he says he stayed put to serve emergency personnel. At nightfall Monday, he said the water was lapping at the steps of his restaurant, where a generator was keeping the lights on.

The storm had already knocked down power lines and tree limbs while still 50 miles offshore and washed out a section of the boardwalk on the north end of town, Atlantic City Mayor Lorenzo Langford told CNN. He said there were still "too many people" who didn't heed instructions to evacuate, and he urged anyone still in town to "hunker down and try to wait this thing out."
"When Mother Nature sends her wrath your way, we're at her mercy, and so all we can do is stay prayerful and do the best that we can," Langford said.
And in Seaside Heights, about 30 miles north of Atlantic City, Police Chief Thomas Boyd told CNN, "The whole north side of my town is totally under water."
Mass transit grinds to a halt
In New York, lower Manhattan's Battery Park recorded nearly 14-foot tide, smashing a record set by 1960's Hurricane Donna by more than 3 feet. The city had already halted service on its bus and train lines, closing schools and ordering about 400,000 people out of their homes in low-lying areas of Manhattan and elsewhere.
Flooding forced the closure of all three of the major airports in the area, LaGuardia, John F. Kennedy and Newark Liberty. Water seeped into subway stations in Lower Manhattan and into the tunnel connecting Lower Manhattan and Brooklyn, while high winds damaged a crane perched atop a Midtown skyscraper under construction, forcing authorities to evacuate the surrounding area hurricane.
New York Mayor Michael Bloomberg told reporters there was an "extraordinary" amount of water in Lower Manhattan, as well as downed trees throughout the city and widespread power outages.
"We knew that this was going to be a very dangerous storm, and the storm has met our expectations," he said. "The worst of the weather has come, and city certainly is feeling the impacts."
The storm was blamed for more than 2.8 million outages across the Northeast. About 350,000 of them were in the New York city area, where utility provider Con Edison reported it had also cut power to customers in parts of Brooklyn and Lower Manhattan to protect underground equipment as the storm waters rose  .

NEW YORK
Forecasters say Sandy is no longer a hurricane but is still a dangerous system taking dead aim at New Jersey and Delaware.

The National Hurricane Center said Monday evening that Sandy is a post-tropical storm and losing strength but still has sustained winds at 85 mph. The eye has almost made landfall.

The center says storm surge has reached heights of 12.4 feet at Kings Point, N.Y.

Gaining speed and power through the day, the storm knocked out electricity to more than 1.5 million people and figured to upend life for tens of millions more. It clobbered the boarded-up big cities of the Northeast corridor, from Washington and Baltimore to Philadelphia, New York and Boston, with stinging rain and gusts of more than 85 mph.

Flooding will be a huge threat, with many areas potentially seeing rainfall amounts between 5 and 8 inches over a 48-hour period.

The full moon will make storm surges worse, as high tides along the Eastern Seaboard will rise about 20 percent higher than normal.

Correspondent Chip Reid reports from Ocean City, Md., that sea levels could rise 8 feet above normal - enough to flood much of the city.

In addition to rains and flooding, about 2 to 3 feet of snow is forecast for mountainous parts of West Virginia.

The tempest could endanger up to 50 million people for days. "This is the worst-case scenario," said Louis Uccellini, environmental prediction chief for the National Oceanic and Atmospheric Administration.

President Barack Obama delivered a sober warning to millions in the path of the storm on Monday, appealing to those who have not evacuated to do so.

"Please listen to what your state and local officials are saying. When they tell you to evacuate, you need to evacuate. Don't delay, don't pause, don't question the instructions that are being given, because this is a powerful storm."

From Washington to Boston, big cities and small towns were buttoned up against the onslaught of Sandy, with forecasters warning that the New York area could get the worst of it -- an 11-foot wall of water.

"There's a lot of people that are going to be under the impacts of this," Federal Emergency Management Administrator Craig Fugate said on "CBS This Morning" Monday.

"You know, we've got blizzard warnings as far west as West Virginia, Appalachian Mountains, but I think the biggest concern right now are the people in the evacuation areas. They're going to face the most immediate threats with the storm surge."

"The biggest challenge is going to be not knowing exactly where the heaviest-hit areas are going to be," said Fugate, "and the fact the storm's going to take several days to move through the area with heavy rain and wind, so that's going to slow down recovery activities like utility crews getting out and putting power back up."

Off North Carolina, a replica of the 18th-century sailing ship HMS Bounty that was built for the 1962 Marlon Brando movie "Mutiny on the Bounty" went down in the storm, and 14 crew members were rescued by helicopter from rubber lifeboats bobbing in 18-foot seas. The Coast Guard said it found one of the missing crew members but she is unresponsive. The Coast Guard is still searching for the captain.

Hurricane Sandy slams Northeast
Forecasters said the hurricane could blow ashore Monday night along the New Jersey coast, then cut across into Pennsylvania and travel up through New York State on Wednesday. As the storm closed in, a crane dangled precariously in the wind off a 65-story luxury building in New York City, and the streets were cleared as a precaution.

Forecasters said the combination of Sandy with the storm from the west and the cold air from the Arctic could bring close to a foot of rain in places, a potentially lethal storm surge of 4 to 11 feet across much of the region, and punishing winds that could cause widespread power outages that last for days. The storm could also dump up to 2 feet of snow in Kentucky, North Carolina and West Virginia.

Superstorm Sandy slammed into the New Jersey coastline with 80 mph winds Monday night and hurled an unprecedented 13-foot surge of seawater at New York City, flooding its tunnels, subway stations and the electrical system that powers Wall Street.

At least 14 U.S. deaths were blamed on the storm, which brought the presidential campaign to a halt a week before Election Day. also Sandy killed 66 people in the Caribbean.

For New York City at least, Sandy was not the dayslong onslaught many had feared, and the wind and rain that sent water sloshing into Manhattan from three sides began dying down within hours.

Still, the power was out for hundreds of thousands of New Yorkers and an estimated 5.7 million people altogether across the East. The full extent of the storm's damage across the region was unclear, and unlikely to be known until daybreak.

In addition, heavy rain and further flooding remain major threats over the next couple of days as the storm makes its way into Pennsylvania and up into New York State. Near midnight, the center of the storm was just outside Philadelphia, and its winds were down to 75 mph, just barely hurricane strength.

"It was nerve-racking for a while, before the storm hit. Everything was rattling," said Don Schweikert, who owns a bed-and-breakfast in Cape May, N.J., near where Sandy roared ashore. "I don't see anything wrong, but I won't see everything until morning."

As the storm closed in, it converged with a cold-weather system that turned it into a superstorm, a monstrous hybrid consisting not only of rain and high wind but snow in West Virginia and other mountainous areas inland.

It smacked the boarded-up big cities of the Northeast corridor — Washington, Baltimore, Philadelphia, New York and Boston — with stinging rain and gusts of more than 85 mph.

Just before Superstorm Sandy reached land, forecasters stripped it of hurricane status, but the distinction was purely technical, based on its shape and internal temperature. It still packed hurricane-force wind, and forecasters were careful to say it was still dangerous to the tens of millions in its path.

Sandy made landfall at 8 p.m. near Atlantic City, which was already mostly under water and saw an old, 50-foot piece of its world-famous Boardwalk washed away earlier in the day.

Authorities reported a record surge 13 feet high at the Battery at the southern tip of Manhattan, from the storm and high tide combined.

In an attempt to lessen damage from saltwater to the subway system and the electrical network beneath the city's financial district, New York City's main utility cut power to about 6,500 customers in lower Manhattan. But a far wider swath of the city was hit with blackouts caused by flooding and transformer explosions.

About 670,000 customers were without power late Monday in the city and suburban Westchester County.

"This will be one for the record books," said John Miksad, senior vice president for electric operations at ConEdison. "This will be the largest storm-related outage in our history."

New York's transit agency said water surged into two major commuter tunnels, the Queens Midtown and the Brooklyn-Battery, and it cut power to some subway tunnels in lower Manhattan after water flowed into the stations and onto the tracks.

The subway system was shut down Sunday night, and the stock markets never opened Monday and are likely to be closed Tuesday as well. Schools were closed and Broadway theaters were dark.

"We knew that this was going to be a very dangerous storm, and the storm has met our expectations," Mayor Michael Bloomberg said. "This is a once-in-a-long-time storm."

More than 200 patients — including 20 infants from neonatal intensive care — were moved from New York University's Tisch Hospital after its power went out and a backup generator failed. The patients, some on respirators operating on battery power, were taken to other hospitals.

A construction crane atop a luxury high-rise collapsed in the high winds and dangled precariously 74 floors above the street. Forecasters said the wind at the top the building may have been close to 95 mph.

The facade of a four-story building in Manhattan's Chelsea neighborhood crumbled and collapsed, leaving the lights, couches, cabinets and desks inside visible from the street. No one was hurt.

Obama: the election will take care of itself
The president has just spoken about Hurricane Sandy. He took one question, about the election. He replied:

I'm not worried at this point about the impact on the election. I'm worried about the impact on families and first responders, on the economy... the election will take care of itself next week.

Before the question the president said that he had coordinated with local officials and that he feels the states and FEMA are well prepared to deal with Sandy.

"Everybody is aware that this is going to be a big and powerful storm," Obama said. "I've spoken to all the governors in all these states. We've pre-positioned assets...and FEMA personnel are working closely with state and local governments.

"We anticipate that the center of the storm is going to make landfall sometime this evening. But we are certain that this is going to be a slow-moving process, through a wide swath of the country...

"The most important message I have for people is, Please listen to what your state an local officials are saying. When they tell you to evacuate, you need to evacuate. Don't pause...

"This is a serious storm and it could potentially have fatal consequences."

Obama says the good news is that states have had days to prepare.

He says the public should anticipate a lot of power outages and it will take some time for the power to come back on. It will also take time for airports, trains and roadways to get back up and running, he says.

The president ends by praising the cooperation of local officials and saying that the state are well-prepared. The bright side, he said, was that states had days to get emergency preparations in place.

President Obama is about to speak on Hurricane Sandy. The president has cancelled all campaign events for today and tomorrow.

Obama campaign adviser David Axelrod was asked by the New York Times on a conference if Governor Mitt Romney should also bring a halt to his campaigning during the storm. Axelrod said Romney was unlikely to take his advice. He said that yes, the Obama campaign would "lose a bunch of days," but he expected them to make up the lost ground in the final days.

Governor Mitt Romney has also cancelled events, Ewen MacAskill reports:

Romney, realising it might appear callous standing in front of crowds rallying in sunshine in places like Wisconsin, while people on the East Coast facing disruption, damage and maybe even death, has cancelled campaign events.

Romney Communications Director released a statement:

Out of sensitivity for the millions of Americans in the path of Hurricane Sandy, we are canceling tonight's events with Governor Romney in Wisconsin and Congressman Ryan in Melbourne and Lakeland, Florida. We are also canceling all events currently schedule for both Governor Romney and Congressman Ryan on Tuesday. Governor Romney believes this is a time for the nation and its leaders to come together to focus on those Americans who are in harms way.
